Bill graduated from the University of Central Arkansas with a B.S. in Chemistry in 1976 and earned a Ph.D. in Inorganic Chemistry from the University of Arkansas in January of 1982. He joined the chemistry faculty at Louisiana Tech in the fall of 1981. Since 1989, he has been director or co-director for many professional development programs for science teachers, including most recently "Chemical Concepts and Connections for Teacher Leaders".
